After more than a year of its implementation, the Upper Floor Incentive Program in Wheeling has approved its first participant for funding. LSRG LLC, represented by Richard Milleson, has been granted $200,000 by Wheeling City Council for the Waterfront Hall project. Wheeling City Manager Robert Herron explained that the grant is the maximum amount allowed and will contribute to the successful opening of the several-million-dollar project.
Waterfront Hall, located on Water Street in downtown Wheeling, is a three-level facility situated inside the renovated Berry Supply Building. The building now houses a tavern, live music venue, two leased commercial spaces, and AirBnB apartments. The upper floors have been transformed into event spaces. The Upper Floor Incentive Program was created in July 2022 by the city council to motivate property owners to renovate the upper floors of multi-level buildings. It aims to address the common problem of vacant upper floors due to economic challenges and fire code requirements. The program provides matching funds, similar to the city's Facade Improvement Program, to reactivate and bring these upper floors back into use.
Mayor Glenn Elliott expressed his satisfaction with the grant award for Waterfront Hall, emphasizing the program's importance in encouraging property owners to utilize their buildings more effectively. He acknowledged the considerable cost of bringing upper floors into compliance with codes and hoped that the city would be able to fund similar projects in the future.
The Upper Floor Incentive Program is specifically designed for the renovation of existing buildings and not for new construction. The funds for the program are sourced from the city's Project Fund, which has been augmented in recent years by federal pandemic relief reimbursements through the CARES Act. A total of $500,000 was originally allocated for the program.
During the renovation of the Berry Supply Building, Milleson and his team applied for the Upper Floor Incentive Program funding. Historic tax credits were also pursued for the project, and a $100,000 grant was awarded through the Wheeling Historic Revitalization Subgrant Program. This program was made possible by a $750,000 Paul Bruhn Historic Revitalization Grant received by Wheeling Heritage from the National Park Service.
